'Jobs of this kind involving more or less invisible mending require far more architectural skill but get less applause than relatively thoughtless new builds. At Harvey Court, however, Levitt Bernstein’s respectful work certainly deserves its plaudits'.

That's Peter Blundell Jones' assessment not of the building but of the recent refurbishment work... and I would not argue with him.

It reminded me of Rossi's Gallaratese housing although pre-dating it. Wikipedia claims Wilson thought the same although I'm far too lazy to verify this.

It's wonderfully poetic and painterly and also both slightly disquieting and deeply comforting.

By showing realized projects such as the towers of the Ministries of Justice and the Interior in The Hague, Alexander Pols will show how Kallhoff Architects expresses the craftmanship and appearance of traditional masonry in large projects were brick - for reasons of time and cost effectiveness - has been reduced to a thin outer skin on concrete slabs.
